Well, Tim Horton's started as a coffee and donuts chain, but many (not all) of their locations have added items like soup and sandwiches to their menu. So, I don't think there is a "universal" answer to this question, it will depend on the location. For the Toronto, ON folks let me note some examples, inside the Finch Subway station (Yonge & Finch) there is a mini-Tim Horton's (that is just coffee and donuts), that I would tag as a coffee shop. On the other hand, there is a large (well larger) Tim Horton's on Yonge Street, just south of Eglinton Ave. that does offer a much wider menu (ie: coffee, donuts, soup, sandwiches, and ice cream), that I would tag as a fast food location.
