Thanks for the replies. I was actually talking about using the images from the cameras as a data source, not the locations of the cameras themselves as Clifford implies. Sounds like those particular cameras are not usable for OSM.
More generally that also made me think of pictures posted online as a potential OSM data source. Say someone takes a picture of a building and it shows a bunch of shops on it. The photo is posted say on a site like Flickr with a Creative Commons licence.
