We had a similar problem in Winnipeg, the old higher-res imagery was removed in favour of the lower res but newer stuff (or maybe it was the other way around, I can't remember) Microsoft just replace the imagery with good quality stuff that's just a few months old. (it's fresher than google maps) Frankly I imagine they find the outdated imagery embarrassing.
