I use the Open Data plugin for JOSM ( http://wiki.openstreetmap.org/wiki/JOSM/Plugins/OpenData) when I import shapefiles. Imports are mostly frowned upon in the community, so make sure to read the wiki carefully and be ready to defend your edits.
