Well, it seems there is a misunderstanding somewhere because the OGL-CA *2.0* has been stated as compatible with ODbL in the past: https://lists.openstreetmap.org/pipermail/talk-ca/2013-November/005906.html . I've read the thread you linked once again, and some doubt comes from the Contributors terms. However, from what I understand, they just say we (contributors) won't use our moral rights on the data we uploaded to prevent future licence change of the OSM database. Given the large amount of data imported around the world, the new license will have to be ODbL compatible anyway. So I see no problem here. But I'm not lawer and have a very limited legal skills: do I miss something or… ? If there is any reasonable reason to think the OGL-CA 2.0 is not ODbL compatible, we really should contact the LWG as soon as possible because almost the whole country may have to be deleted then.
