Since you're looking to combine data from different sources I assume you know about the TB standards for addresses? I think they're mentioned here: http://www.tbs-sct.gc.ca/pol/doc-eng.aspx?id=16553
I'm not sure how those standards would map to OSM and if all the elements are there. Apols to the ca-talk this is probably more open data than anything else.
