It shouldn't be in the map if it can't be verified on the ground. As to tagging, please delete the gns:* tags and especially the is_in tag. That last one's a dinosaur. What do you hope to achieve by importing GNS place names? We have decent place names available already. How will you avoid duplicates? To avoid deletion, don't forget to follow the Import guidelines.
