I don't know if that is the case here, but I've also seen objects straight-up missing from the cycle map layer. I think its import of new and changed ways is sometimes buggy. https://www.openstreetmap.org/#map=19/43.64972/-79.41785&layers=C is an example I'm familiar with, https://www.openstreetmap.org/#map=19/43.64580/-79.41198&layers=C another around the corner. In the latter case it's been 4 months since the missing paths were edited.
