I tried doing that with the Town of Qualicum Beach, asking it to properly licence its map data for use in OSM, but it brushed me off, telling me to check back in with the Town in November. That was back in July, and since then, I ended up ground-surveying all of the Town's street addresses over the past couple of months, finishing just yesterday.
