Hi Remek. First of all, of course you can "speak" Spanish here, there's no ban on this; although we prefer Catalan, we all can speak and undestand Spanish perfectly.
To edit a feature that you think is incorrect we don't ask for nothing special. Simply be polite to the one that tagged it. I personally like to look at the feature's historial and try to contact the author of that tagging to tell him or her. In that particular case, if there's no sign saying that bicycles are not allowed, I simply would change it and leave a message to the author saying that you did so. Jaume.
