Here's exactly the challenge: Unless your Plan Regulador is open (enough)
data (so that it can be used when mapping in OSM) you can't use that. :/

The options are either to:
1) Train your eye to notice different landuses in imagery -- with which
option you still end up making quite a lot of assumptions and also mistakes
.. or:
2) survey all of the areas.

The idea of course is that eventually all areas would be surveyed or/and
mapped by locals. But we're not _quite_ there yet..

OSM's beauty is of course in its very iterative and dynamic nature.
Imperfections are not usually even seen as mistakes or errors but merely
imperfections that will be adjusted over time.

Now, very finally, a lot of the interpretations happen not only at the
level of the individual who maps but also at your national level. OSM-CL is
quite free to define its own habits in areas where no clear global
culture/policy/guideline exist.
