El Ministerio del Interior y de Justicia (The Secretary of Internal Affairs and Justice) through la Dirección de Gestión del Riesgo (The Direction of Risk Management) informed that due to the winter wave there are reported 246 people dead, 246 injured, 99 missing, 1´959.928 affected, 402.886 families, 2.938 houses destroyed and 296.340 houses damaged.
There are 654 cities affected in 28 departement and the DC. The regions reported affected are the following: Bolívar, Magdalena, Córdoba, Chocó, Sucre and Antioquia. SIGPAD [0] Google, who many hoped would become solidary with Colombia, has on the contrary for many months taken abbusively advantage from the work of the OSM mappers and has incorporated with any revision the work of more than three years of this comunity to its platform Google Maps. This issue has been tried to be fixed through the OSMF and at the beginning the replied was satisfactory, yet false; they apologized using Ed Parson [1], praised the OSM community and committed to amend their mistake, to take off the data and avoid prevent from this to happen again, but thay haven´t fulfilled their promised. While the OSM mappers in Colombia work 24 hours desperate to improve the map, Google continues to use our work, and do not care about the tragedy of the Colombian people, a tragedy they could help to diminish by allowing us to do work using their images and/or Maps or, donating us images from their providers, in fact they have yet to reveal the name of the contractor that is supplying them the maps that belong to the OSM, as if they belonged to him/her, in order to avoid from this to happen again. The situation of the Colombian people is getting worse: the rainfalls are increasing, and the attention is not enough to mitigate the damage that affects the people. The president declared the state of "Conmoción Interior" (Internalo Commotion) in order to take some desperate measurements after a landslide buried more than 130 houses in Medellín, perhaps he did it because he knows that this is not an isolated event, because after the rain come the landslides. In Colombia the citizens continue without being able to pinpont the tragedy and risk in a map, the escape routes, the affected areas, the risk areas, the roads, the location of the hydrants are unknown, mainly because the country does no count with this information and also because it is managed by a state company IGAC[5], which even though was able to do this cartography using public money, resctricts the use to the point that the planning agencies have not been able to use them, without first having to double pay. The ONU through the Office for the Coordination of Humanitarian Affairs (OCHA) [3] has tried to coordinate the international support with the activation of "The International Letter for Great Dissasters" and has been working close with th OpenStreetMap [2] community, in the generations of useful geographic information to take the desicions. ther has been a great effort and it has been a challenge for this community of neocartographs, who have voluntarily been doing the work that government agencie with a budget of millions of dollars is not in the capacity to do. During the Random Hacks of Kindness (RHoK) in Bogotá, a Server was placed in Amazon to render the data on Colombia in OSM so that it will be possible to start a rendering right after adding important information. The server that we temporary have is: http://osm.ofi.co and can end up costing about $100 usd a month (a small instance and moderate traffic). Once finished the configuration we will create an AMI so that some friend organization take care of the hosting. In the past days, Microsoft on behalf of Bing donated its satelite images so that the OpenStreetMap community could turn them into maps, this has been of great helps, due to the fact that one of the most affected areas is included in its coverage. The mappers of the OSM have work very hard and have already used alle this information, now they need updated images to check the course of El Magdalena and Cauca rivers that have make dissapeared some populations, since in many areas they have expanded in hundreds of meters. We need that someone speaks to the president of Colombia Juan Manuel Santos [6] and let him know about the importance of the maps, and their free difussion. That in this tragedy is necessary that the people know the real state of the tragedy and be able to locate it in a map. We need the president of Colombia to tell the Departamento Nacional De Estadística DANE (National Department of Statistics) and the Instituto Geográfico Agustón Codazzi IGAC (Geographic Institute Agustin Codazzi) that in order to get out of this tragedy, they should work in cooperation with the internationa community, and facilitate in good terms the use of the information they possess. We need that Google, Microsoft, Telefónica, Nokia, World Bank, or any other organization with the capacity to acquire material so that the OpenStreetMap can summinister information and lives could be saved to mitigate the tragedy in Colombia. Bogotá, 12 de diciembre de 2010,- El Ministerio del Interior y de Justicia a través de la Dirección de Gestión del Riesgo, informa que luego del trabajo adelantando por las instituciones en la Sala de Estrategia para la Respuesta, con base a información reportada por el Sistema Nacional de Bomberos, la Defensa Civil Colombiana, la Cruz Roja Colombiana y los Comités Regionales y Locales de Prevención y Atención de Desastres, se determinó que a la fecha 1´959.928 personas (402.886 familias) han resultado afectadas por temporada invernal que es influenciada por el fenómeno de la niña. De igual forma, a causa de fenómenos naturales como inundaciones, crecientes súbitas, deslizamientos, vendavales y tormentas eléctricas 246 personas han perdido la vida, 246 resultaron heridas y 99 más ha sido reportadas como desaparecidas, también 2.938 viviendas fueron destruidas y 296.340 viviendas fueron reportadas como averiadas. Los departamentos con mayor número de afectados se concentran en la Región Caribe, seguido por el Litoral Pacífico y la Región Andina. El departamento con mayor afectación es Bolívar con 385 mil afectados, seguido por Magdalena con 277 mil, Guajira con 208 mil, Córdoba con 173 mil, Chocó con 133 mil y Sucre con 207 mil. También se reportan afectaciones importantes en los departamentos de Antioquia con 90 mil afectados, Atlántico con 74 mil y Cesar con 69 mil. SIGPAD [0] Google, en quien muchos tenían esperanzas no ha sido solidario con Colombia, al contrario desde hace varios meses se aprovecha abusivamente del trabajo de los maperos de OpenStreetMap (OSM) y ha incorporado sin revisión el trabajo de mas de tres años de esta comunidad a su plataforma Google Maps. Se ha tratado de corregir esto por medio de la OpenStreetMap Foundation y lla respuesta obtenida inicial por parte de Google fué satisfactoria, no obstante falsa. Por medio de Ed Parson [1], se disculparon, elogiaron a la comunidad OSM y se comprometieron a enmendar su error, retirar los datos y evitar que esto pase nuevamente, pero no han cumplido. Mientras los maperos de OSM Colombia trabajan 24 horas desesperados en mejorar el mapa, Google sigue usando nuestro trabajo y no le duele la tragedia del pueblo colombiano, la cual ellos pueden ayudar a mitigar permitiéndonos hacer obras derivadas de sus imágenes y/o Mapas o suministrándonos imágenes de sus proveedores. Tampoco ha revelado el nombre del contratista que le suministro los mapas de OSM como propios, para nosotros tomar medidas y evitar que esto pueda suceder nuevamente. La situación de la gente de Colombia es cada vez mas grave: las lluvias siguen en aumento y la atención no es suficiente para mitigar el daño que sufre la población. El presidente declaro el estado de “Conmoción Interior” para poder tomar algunas medidas desesperadas después que un alud de tierra sepultára mas de 130 viviendas en Medellín, quizás lo hizo por que sabe que este no es un hecho aislado, que después de la lluvia vienen los deslizamientos. En Colombia los ciudadanos siguen sin poder situar la tragedia y el riesgo en un mapa. No se conocen las rutas de escape, las zonas afectadas, las zonas de riesgo, las carreteras, la ubicación de los hidrantes, en gran parte porque el país no cuenta con esta información y por otro lado porque esta es administrada por una empresa del estado, IGAC[5], que a pesar de haber realizado esta cartografía con dineros públicos restringe el uso a tal punto que los organismos de planeación no pueden usarla sin efectuar doble pago. La ONU por medio de la Oficina para la Coordinación de Asuntos Humanitarios (OCHA) [3] ha intentado coordinar el apoyo internacional generado por la activación de la “Carta internacional de grandes desastres” y ha trabajado muy de cerca con la comunidad de OpenStreetMap [2] en la generación de información geográfica útil para la toma de decisiones. El esfuerzo ha sido muy grande y ha significado un reto para esta comunidad de neocartógrafos, quienes se encuentran haciendo de manera voluntaria el trabajo que un organismo de la nación con millones de dolares de presupuesto no está en capacidad de hacer. Durante el Random Hacks of Kindness (RHoK) en Bogotá, se montó un servidor en Amazon para renderizar los datos de Colombia en OSM de manera que se pueda iniciar una renderización justo después de haber agregado información importante. Él servidor que tenemos temporalmente es: http://osm.ofi.co y puede terminar costando alrededor de $100 usd al mes (Una instancia pequeña y tráfico moderado). Una vez terminada la configuración crearemos un AMI para que alguna organización amiga se encargue del hosting. En días pasados Microsoft por parte de Bing aporto sus imágenes satelitales para que la comunidad OpenStreetMap las convirtiera en mapas. Esto ha sido de gran ayuda, puesto que una de las zonas mas afectadas está incluida en su cobertura. Los maperos de OSM han trabajado muy duro y ya han agotado esta información, ahora necesitan imágenes actualizadas para revisar el curso de los Rios Magdalena y Cauca que han hecho desaparecer algunas poblaciones ya que en muchas partes se han expandido cientos de metros. Necesitamos que alguien hable con el presidente de Colombia Juan Manuel Santos [6] y haga saber que lo importante de los mapas es su libertad de difusión, que se necesita en esta tragedia que la gente conozca el estado real de ella y la pueda situar en un mapa. Necesitamos que el presidente de Colombia le diga al Departamento Nacional de Estadística DANE[4] y al Instituto Geográfico Agustín Codazzi IGAC que para salir de esta crisis deben trabajar conjunto con la comunidad internacional y facilitar en buenos términos de uso la información que poseen. Necesitamos que Google, Microsoft, Telefónica, Nokia, World Bank , o cualquier otra organización con capacidad adquiera material para que la comunidad de OpenStreetMap pueda suministrar información y se puedan salvar vidas y mitigar la tragedia Colombiana.
