El plugin puede ser el ImageryAdjust, incluye los servicios:

http://labs.metacarta.com/rectifier/

Si creas una nueva capa puedes importar el archivo de imagen como fuente
WMS.

Otra opción es publicar las imágenes en el WMS de openstreetmap.co, una vez
se verifique que sirven para calcado.
