First, thank you for the extracts, they're immensely helpful!

The admin_level=3 are obscure to most people, except for those who need to
work with NUTS classifications. If you're interested in recognizable region
names, then kraje (admin_level=4) are preferable.

However, since we're discussing planet extracts (and Czech NUTS 2 regions
decompose cleanly into NUTS 3), I don't think it matters much, beyond the
familiarity: people looking for extracts would be likely to be familiar
with the classification.

Caveat: in both cases, CZ02 and CZ020 are annular, with CZ01/CZ010 in the
middle. I would suggest serving CZ02+CZ01 in a single extract.
