The encoding of the name in Mapnik is broken.  You seem to
treat UTF-8 encoded strings as iso-8859-1.  For example, the
osamarender map of Nürnberg is still fine:

but Mapnik is bad--check the string "Fürth" nearby (page a little to the
left):

http://www.openstreetmap.org/?lat=49.44787957332202&lon=11.090128019046608&zoom=13&layers=0BF
