Wahrscheinlich liegst du mit deiner Vermutung richtig.
Dafür gibt es auch schon einen Bug-Report auf github. (Und so weit ich mich erinnere, hat OSRM bis vor Kurzem das oneway=no noch richtig ausgewertet.)
