+1, I suggest to remove the test for roundabouts with "missing"
junction=roundabout tags, because you can hardly tell from remote whether a
circular road is a roundabout or not (roundabouts have to be signposted to
be such), or at least make the wording weaker, because I fear the
introduction of new errors by overeager "correctors".

There is just a few of this issues.
I agree with you, this can't easily be checked from remote. But it's also the case of many of issues reported. You event have a filter on Osmose QA where you can set "fix:survey" (but the item we are talking about is not in this category, maybe it's wrong).
