The law says that pedestrian have to use a crossing when it is nearby.
The police interprets "nearby" as 30 meters. So nothing wrong in crossing 
Viborgvej
on foot using Fynsgade.

Where I live, we cross the road all the time, not using crossing, to go to the 
bus
stop or supermarket. It is a dual carriageways but with nice big islands.

Although there is tunnel that no-one uses, and certainly no one with 
disabilities.
