Yes, those roads are entered by me. I've been in contact with Maa-amet, 
most recently on last Thursday and once again today morning regarding 
license. There is no official statement yet but Maa-amet is now 
considering licensing schemes for WMS service. I have told by both 
Kristian Teiter and head of their legal department that there is no 
legal obstacle from their side for using WMS service for derivative 
works. They promised to discuss this matter again and return to this 
topic in 2-3 days. I am applying pressure to them to get some 
single-sentence signed document for OSM ASAP.

There is currently work going on for creating law about usage of spatial 
data to make Estonia's legislation compatible with INSPIRE directive. I 
will cover this topic in separate e-mail to talk-ee mailing list.

Tertiary roads have 5-digit numbering. First 2 numbers are related to 
county they begin in. Maanteeamet has public road register. I am mainly 
using this link:
http://teeregister.riik.ee/mnt/index/report/data.do?loadFilter=true&filterType=VAATAMINE
to find official road names.
