All you need is the WMS plugin. And then you go to Edit->Preferences->WMS ... where you choose "Add" ... give it a name and the URL (do not forget the & at the end) ... e.g. http://kaart.maaamet.ee/wms/alus-geo?VERSION=1.1.1&REQUEST=GetMap&LAYERS=pohi_vr&STYLES=&SRS=EPSG:4326&FORMAT=image/jpeg&;
