D'après le wiki le tag approprié est *construction*=minor

“Additionally *construction*=minor
<http://wiki.openstreetmap.org/wiki/Tag:construction%3Dminor> can be
used for existing highways which will be modified or repaired without
being closed.”
Si par contre elle est fermée pendant l'élargissement, alors le tag
highway=construction est justifié, vu que d'un point de vue utilisation
de la route, ça revient au même qu'elle était existante ou non.
