Argubly, in British English (and even US English) speeds are, by default, in miles per hour.
I vote that all speed limits must be clarified with a unit, either miles per hour or kilometers per hour. The remaining issue is how to mark the units. mph is well known. On weather to use kph or km/h, I don't mind, but it should be decided.
