Who knows. It certainly doesn't put the data into the public domain,
that's for sure, but I would expect correspondance under FOI requests
to be republishable, as wdtk do anyway.

You can use whatever materials you like to help you get to a position
on the planet where you can gather data. So long as you are recording
your observations in the street, having a list to guide you from place
to place is fine.
