I should think so, yes. You should always interpret these things really
conservatively because you need to be able to say (if it came to it) that
it's 100% certainly under any reasonable interpretation OK for you to do
it.

Also from past OSM experience, local authority data always seems to get
tied up with Ordnance Survey maps which they are based on / derived from.

Take this to talk-legal and talk to the GIS and planning departments to
establish whether there's an OS issue and, if not, whether they're happy
for it to be shared.
