I was thinking of proposing
footpath/bridleway/byway/restricted_byway/permissive as values for
designation. This is because they all start with different letters (for ease
of use with type-ahead).

I think you can leave highway=bridleway as it is. There's about 8000 of them
in Europe (mostly in GB), and it would cause more pain to change them than
to leave them as they are. I would add designation=bridleway for those that
are official public bridleways (as most of them will be in England&Wales),
but I think you'll have to infer this for highway=bridleway in E/W for the
foreseeable future.

Path doesn't currently render at all in the cycle map layer, presumably
pending common agreement on what it's supposed to be used for. So I'd be a
bit wary of resetting bridleways to paths until the path/designated
situation is resolved amicably. It will probably remain easiest to keep
highway=bridleway as a shorthand for (unmade) paths where horse=yes.

For footpaths, I'd keep with footway for made-up (good enough to use a
pushchair/wheelchair), and switch to path for less good, and cycleway if
bicycle=yes - but note that it's far from clear that this will be the
majority view. Adding designation=footpath/permissive is probably less
contentious. These will render fine in normal mapnik without fussy
references to the access tags, but the paths will disappear from the cycle
map (for the moment). I think you will have to infer designation=footpath
for all existing E&W footways, but put an appropriate health warning against
that. Whereas I think you can infer designation=none from highway=path.
