I am tagging for boundaries as per their current outline. For example the current Leicestershire boundary included Leicester but was tagged 'administrative' which is wrong. I could have changed the boundary to exclude Leicester but instead chose to change the tagging to be 'ceremonial'. The boundary for Essex was also a boundary for the ceremonial county so I tagged as such but in that case I created an administrative boundary as well. I have created both for all of them - some because there is not the data about the unitary authority (Leicester for example) and with others it is just s a matter of time.

I am relaxed if people want to adapt the boundary of the ceremonial county to be the administrative county instead of tagging it as ceremonial however it will be useful to have both available within OSM in due course.

With regard to naming, there is a risk that if both are called 'Essex' then people will get confused (it is certainly confusing within Potlatch). One could add 'county council', or 'unitary authority' after the administrative version but then there is a question about what to do when there is one boundary for both the ceremonial and administrative. Not an easy solution as far as I can see. I am certainly not wedded to the '(ceremonial)' after the ceremonial county. Any suggestions?

Changing them to boundary=ceremonial is great, but can I request that
you don't add '(ceremonial)' to the end? This is implicit in the
tagging and it is generally easier to automatically add a postfix than
to remove it.
