Thanks to Brian Quinion's fantastic work on location search code we now have
a very useable street index document for Birmingham which we have sent to
Birmingham City Council for them to do a comparison with their official
street index. Ideally we would have taken their list and croudsourced the
review but hey, that's another story!

For those interested, the data is available in an Excel spreadsheet [1] and
also a hard copy PDF [2].

It's based on data within the Birmingham boundary as we know it. Because we
don't know exactly where the boundary is we may be missing or including some
streets. What BCC send back should help us better define the boundary.

Note that the list is produced from a planet dump that's about 2 weeks or so
old.

A couple of words of caution.
Firstly the west midlands contributors haven't been through this list
themselves yet to check for obvious bugs. There are bound to be some
spelling mistakes as well as some unconnected streets because the data is
not topologically correct. These should be easy to spot and fix so we'll be
working on that.

Also don't put too much reliance on the postcodes. The postcode data that's
in the spreadsheet is generated from polygon data and not necessarily from
information carried on an individual way, as a result it may not always
report the exact correct postcode or part postcode for the way. The lat/lon
values will me more precise.
