Sure, in theory. But I'm more interested in what actually happens than a theoretical debate. Out of the 4,600 mappers here in the UK we know that around a dozen have made stuff up. So for any individual mapper we know that, with a very high probability, the data is of a good quality. Additionally, we know that out of the few dozen significant imports to OSM, all bar one or two (AND) have been of a much lower quality than we would expect from a volunteer.
