Try: http://wiki.openstreetmap.org/wiki/Using_OS_Locator_files#JOSM and if you don't already have the JOSM SlippyMap plugin see: http://wiki.openstreetmap.org/wiki/JOSM/Plugins/SlippyMap Note that it is important NOT to include the \ at the end of the url in the url setting, and you may get cached tile issues which I'm currently trying to resolve my emptying the cache folder manually (as per my last email to this group).
