Hi, At the moment we have too sets of data sharing the same admin level:
Set 1: England (R 58447) Northern Ireland (R 156393) Wales (R 58437) Scotland (R 58446) Set 2: East of England (R 151304) South East England (R 151336) Yorkshire and the Humber (R 151012) Midlands (R 151283) East Midlands (R 151279) etc... I'd like to retag Scotland, England, N. Ireland and Wales as admin_level 3 (currently unused) since these are the nearest equivalents we have to States (as used in other countries). The current overlapped situation is causing problems for data users / producing a structured OSM output.
