The people *I* spoke to would probably answer this question in the same pragmatic fashion in which we do everything in OSM - if there's a whole city quarter that's red, which has only ever been touched by mapper X, and mapper X has made it clear that he'd rather see his data deleted than agreeing to the CT, then let's fix that first. (Any subsequent edits by mapper X would not negate that effort - they would be thrown out with the license change and the newly surveyed stuff would still be there.)
After those clear-cut cases have been fixed, one can look into the murkier areas.

From what I gather, only a fraction of project members understand CC-BY-SA. There are many questions about our *current* license for which you will not get clear-cut answers from OSMF because there are none.
I suggest you take a deep breath. There's no reason to get all upset. It'll all work out nicely.
