The Street Naming and Numbering Authority is the local council. They
decide and name the streets, They are also responsible for name
plates, but sometimes mistakes are made by the sign maker.
Royal Mail PAF is made up by the post men, although they are informed
by the local council, but PAF has no legal standing. Ordnance Survey
use PAF to create Address Layer 2, as its designed to be a postal
address file for the postmen to deliver letters. The Land Registry
use Address Layer 2 to determine their road name. Hopefully this will
all be sorted out in the next couple of years with the creation of a
national address database, created between Local Councils and
Ordnance Survey. It looks like Royal Mail will be sidelined as they
just make the names up.
