I think if you do that you should also exclude building=*, amenity=school and building=*, amenity=hospital. Otherwise we might get people tagging things as building=school to get them off the check - and these non-physical building tags are not liked by many. (The idea is that the building tag should indicate the physical structure of the building, so building=church is fine, and could also be used for a former church now used as a recording studio. building=garage is also okay.
