Would this not resolve the Nearmap question? As I understand it they did not want to write a blank cheque allowing use under an unspecified licence. But if the only requirement is to be compatible with CC-BY-SA and ODbL/DbCL, they might be happy to reinstate permission to use their imagery. Potentially, there are other data sources in a similar situation.
