The nodes that are part of the boundary way between the two islands
are tagged with a source and a note (and a ref), e.g:

So I suspect that "The Welsh Zone (Boundaries and Transfer of
Functions) Order 2010 (No. 760)" is (or was then) the definitive
statement.
