Managed to suss it - use the example thingys on the download page replacing the minlat etc with the values in the XML example and it downloads an OSM file (although I guess this might hammer the server a bit).
Loading it into Merkartor shows why I've been struggling to find ways that need reviewing - theres sod all in the way of cycle infrastructure in the eastern part of the conurbation! http://kjs1982.me.uk/3rdparty/osm/dftnottm.png (not too surprising as it's significantly more hillier than the rest of the conurbation - great when you are heading downhill, less so heading up hill!. Now at least I know where to focus my efforts, where I happened to have used most of the infrastructure so Bing will help me remember the details.
