I use the ITO's OSM Mapper tool to find out who has been working in a given area. http://www.itoworld.com/static/openstreetmap_tools/osm_mapper.html It does not tell you where a mapper lives but it does tell you who is most active and hence who is likely to know the area well.

Once you have set your loacation, you can seen nearby mappers, but there seems to be no way to click on an area and find mappers nearby (unless you just temporarily change your location, which I just did). Must admit I never saw any recently active mappers on Canvey Island.
