The reason designation=unclassified_county_road is described as obsolete on Robert's page is that there is legally no such thing (unlike public footpaths, etc.. which are included in the legislation - CROW Act 2000).
When I updated both [1] and [2] this designation was not on the wiki page and hence it is still not on the wiki page (my edit was really just a reorganisation and tidy up, avoiding as many controversial things as possible). At the time of this edit I was asked to add this designation but have yet to do that. Sometime, I will eventually get around to re-reading the mail thread and work out how best to represent these roads in the UK guidelines (perhaps as they are not official maybe a note rather than a designation?).
