no - opposite_lane is useful in a one-way road to indicate cyclists can go both ways. There's nothing in cycleway:right=lane to suggest whether or not that cycle lane is with or against the traffic flow on a one-way road. Outside the Jeremy Bentham is a one-way cycle lane in the same direction as cars on the right hand side of a one way road, for example.
