infrastructure at all are common" suggesting yes would be OK.

The Naptan tag mappings page

"naptan:BusStopType=CUS - to be tagged with highway=bus_stop when
confirmed in person" but doesn't indicate whether "confirmed" means
"confirmed that buses stop there" or "confirmed that there is something
marking the bus stop".

See the bottom of this page: http://wiki.openstreetmap.org/wiki/NaPTAN/Surveying_and_Merging_NaPTAN_and_OSM_data It says to add tags for highway=bus_stop and physically_present=no, if you have confirmed that buses actually stop there.

That's how I have been tagging unmarked bus stops around here. I've noticed they usually don't have naptan:BusStopType=CUS tags, maybe that varies by area.
