Postcodes don't have to assigned to buildings in OSM. In the last couple of weeks I have not added any postcodes to buildings but I have added postcodes to amenities as areas including stadiums, schools, hospitals and police stations. None of these were buildings. Once you have a plan here then remember to run it by the import mailing list.
