The Open Data User Group has produced several reports arguing for the
creation of a National Address Dataset to be released under the Open
Government Licence. This would include the Postcode Address Files.

The latest paper The Benefits of and Open National Address Dataset looks
at duplicated costs in the present system and international studies. It
gives estimates of the economic benefit which could be produced from
open addressing data
