No. (I hesitate to call it a "brand", since that term is often used by marketing people, but I guess it is factually correct to use it.)

is indeed quite misleading and should at the very least carry a large disclaimer on top saying "this is not the OpenStreetMap web site; OSM-GB is a third-party project not affiliated with OpenStreetMap in any way".
If I were to set up a trademark policy I wouldn't forbid people using "osm" in their domain names outright but I would surely expect them to take the necessary precautions to avoid being mistaken for OSM.
