To me a road is something that I can comfortably drive my normal non-4x4 car along at roughly the same sort of speed that I could on a regular well maintained sealed highway. A track on the other hand would be probably passable by a normal car (but not always), slower speeds and a desire to use it only if it is required to reach my destination.
