A quick read through the planning application for the south Bristol
link road show lots of new public rights of way. Possibly less than
the number of old ones removed.
Another source of "new" rights of way is post-CROW act consolidation
where people discover that rights of way that "everyone has always used"
had somehow missed being designated as such. There's a bridleway like
that only a few 100m from where I'm sitting right now.
