I have a contact from Hants who is wanting to resolve the issue regarding whether or not county council open data can be used in OSM. He's keen to see it used, but I'm personally not sure whether it can or not based on the differing opinions on the mailing list.
I have, however, personally used that data to *locate* rights of way, but only actually add them if there is on-the-ground evidence. Would this count?
