How can this be the case if it's assessed, as you claim, prior to it
being open to the public?
A look at a random LA website (Rotherham) finds an application form

with the following statement:
On the basis of the activities carried out, certain food business
establishments are required to be *approved* rather than *registered*.
If you are unsure whether any aspect of your food operations would
require your establishment to be *approved*, please contact Rotherham
Metropolitan Borough Council for guidance.
So it's certainly true for some establishments.
Where does it say anything about *approval* being given before opening?
