There's another option using the heritage <http://wiki.openstreetmap.org/wiki/Proposed_features/heritage> tag, which is basically corresponds to an admin_level. Personally find it a bit clunky, but it is an attempt to define a way of tagging listed buildings (etc.) on a more global basis.
