Derrick, hi I don't know about a list, but the Traveline regions SE, SW, EM, EA and WM all now use OSM. Those are local government projects as the system is funded by local authorities.
The same system then feeds DfT's Transport Direct service (for the rest of this month until it closes), so you can argue that at least part of a DfT service uses OSM. We (traveline) have been working with Transport Direct on accessible journey planning, although that is transport based and prompts me to ask our supplier about the usage of access info such as stairs in OSM.
