In that case, you should edit the wiki to either cover the local exceptions, or give clear guidance as to where the edge cases lie. It should be possible to do most mapping based on just the wiki, otherwise you get the situation that you have on Google Maps where there are lots of rules that people fall foul of when their submissions get moderated, but which they couldn't reasonably have deduced for themselves.
The relatively light retro-moderation approach is one of the reasons that contribute to OSM, when compared with the heavy, mandatory, moderation that seems to happen on Google Maps. If large numbers of changesets are going to get reverted because unwritten rules are violated, OSM is going to be no better than Google.
We don't expect the general public to get ruling from a court every time they make a decision in their lives. We should not expect mappers to go before the court of this mailing list every time they make a decision on mapping. If the law is uncertain, fix the law.
